Clarifies that tampering with or modifying an electric bicycle to change its speed capability is only permitted if the bicycle continues to meet the definition of an electric bicycle and the person replaces the required classification label.

Prohibits selling any product or device that can modify an electric bicycle's speed capability such that it no longer meets the legal definition of an electric bicycle.

Violations of the new prohibition on selling modification products are crimes under Vehicle Code.

Exempts the state from reimbursing local agencies or school districts for costs associated with enforcing this law, as permitted under California Constitution Article XIII B.
