Authorizes local jurisdictions to allow licensed cannabis retailers and microbusinesses to prepare and sell noncannabis food and beverage products in consumption areas, subject to compliance with California Retail Food Code requirements.

Permits live musical or other performances and ticket sales on licensed cannabis retail premises in consumption areas, if local jurisdictions approve.

Requires cannabis consumption areas to restrict access to persons 21 years or older, prevent cannabis visibility from public spaces, prohibit alcohol and tobacco, and maintain adequate ventilation to prevent smoke migration to other buildings.

Mandates that noncannabis food and beverages be stored separately from cannabis products, that employees working in smoking areas receive secondhand smoke guidance and may wear respiratory masks at employer expense, and that cannabis consumption lounges include secondhand smoke in workplace hazard analyses.

Explicitly prohibits retailers and microbusinesses from preparing or selling industrial hemp or hemp products under these provisions.
