Establishes the Marin Electric Bicycle Safety Pilot Program in Marin County, valid until January 1, 2029, allowing local authorities to adopt ordinances restricting class 2 e-bike operation by persons under 16 or requiring helmet use.

Requires a 60-day warning-only period after ordinance adoption, followed by $25 fines for violations; parents or guardians can avoid court records and fees by providing proof the violator completed an e-bike safety course or helmet/safety course within 120 days.

Makes parents or legal guardians of unemancipated minors jointly and severally liable for any fines imposed on the minor.

Requires counties adopting such ordinances to submit a report to the Legislature by January 1, 2028, including traffic stop data, enforcement outcomes, demographic information of those stopped, and crash statistics before and after adoption.

Mandates a minimum 30-day public information campaign in major media outlets and press releases before ordinance enactment.
