Authorizes concession agreements at Will Rogers State Beach for up to 50 years and exempts capital improvements from municipal permits, requiring only approval from Los Angeles County and a California Coastal Commission coastal development permit.

Authorizes the Department of Resources Recycling and Recovery to contract with other state agencies to carry out the California Tire Recycling Act's functions.

Allows utility districts to extend residential service payment amortization periods beyond 12 months if necessary to avoid undue hardship, and permits amortization periods longer than 12 months for medically necessary service continuation cases.

Reduces the minimum contribution amount for the California Beach and Coastal Enhancement Account (Whale Tail Grants Program) from $250,000 to $200,000 annually.

Appropriates $553,900,000 across multiple fiscal years for Department of Toxic Substances Control programs, with $65,000,000 and $42,500,000 from the Greenhouse Gas Reduction Fund in 2024–25 and 2026–27, and $3,098,000 from the Salton Sea Restoration Fund to the Department of Fish and Wildlife for 2024–25.
