Prohibits independent nonprofit institutions of higher education from providing legacy or donor preferences in admissions starting September 1, 2025, including in regular and early action admissions processes.

Defines "legacy preference" as considering an applicant's relation to alumni and "donor preference" as considering an applicant's relation to donors, but excludes data collection for non-admissions purposes.

Applies to nonprofit institutions that grant undergraduate or graduate degrees, are California-formed, accredited, and receive or benefit from state-funded student financial assistance.

Requires institutions to report annually by June 30, 2026, and thereafter to the Legislature and Department of Justice on compliance status, including admission rate comparisons and demographic data for newly enrolled students if in violation.

Directs the Department of Justice to post names of violating institutions on its website by the next fiscal year after receiving reports of violations.
