Clarifies that candidates cannot file nomination documents for more than one office at the same primary election, with county central committee positions excluded from this restriction.

Allows candidates who withdraw to file nomination documents for a different office at the same primary election during the applicable filing period.

Extends the filing deadline to the 83rd day before the primary election for non-incumbent candidates if an incumbent withdraws their nomination documents before the 88th day deadline.

Requires elections officials to reject nomination documents if a candidate attempts to file for multiple offices unless they have withdrawn all previously filed nomination documents for other offices.
