Prohibits state and local agencies from publicly posting on the internet the home address, telephone number, or both the name and assessor parcel number associated with a home address of any elected or appointed official without written permission from that individual.

Defines "publicly post" as intentionally communicating or making information available on the internet in an unrestricted and publicly available manner.

Exempts legally required notices or publications of elected or appointed officials from the posting prohibition.

Protects the personal safety and privacy of public officials and their families by limiting access to assessor's parcel numbers in connection with home addresses while allowing inspection of public records at county recorder or assessor offices during business hours.

Clarifies existing law to close a loophole for obtaining home addresses through public posting of assessor parcel numbers.
