Adds "climate change" and "climate change exacerbated conditions" to the list of circumstances that can trigger state of emergency and local emergency proclamations under the California Emergency Services Act.

Establishes the California Individual Assistance Act to provide up to $100,000,000 in grants through community-based organizations for disaster-related individual assistance, including housing assistance, income loss replacement, and personal property repair costs.

Establishes the California Local Assistance Act to provide up to $400,000,000 in grants to local and tribal governments, transportation systems, and communities for rebuilding infrastructure, implementing hazard mitigation, and restoring losses from declared disasters.

Requires the State Controller to transfer $100,000,000 from the Greenhouse Gas Reduction Fund to the California Individual Assistance Act Account and $400,000,000 to the California Local Assistance Act Account.

Designates the Director of Social Services to administer individual assistance programs and the Strategic Growth Council to administer local assistance programs, with authority to adopt necessary regulations.
