Extends Cal Grant and Middle Class Scholarship Program eligibility to dependents (natural or adopted children, stepchildren, or spouses) of Armed Forces members stationed outside California if the service member maintains California as their state of legal residence.

Allows students who were not California residents at high school graduation to qualify for these financial aid programs if they meet all other eligibility requirements and have a qualifying military family connection.

Applies changes across multiple Cal Grant program provisions including the Cal Grant Reform Act Program, existing Cal Grant Program, Cal Grant Transfer Entitlement Awards, and Middle Class Scholarship Program.

Makes conforming technical amendments to correct grammatical references and clarify language regarding dependent status and state of legal residence requirements.
