Clarifies that a candidate is prohibited from filing nomination documents for more than one office at the same primary election, with limited exceptions.

Permits a candidate who has filed for one office to file nomination documents for a second specified state or federal office if a filing extension is granted for the second office because the incumbent has not filed.

Filing for the second office automatically constitutes withdrawal from the first office; if the withdrawing candidate is the incumbent, the filing period for the first office reopens until 5 p.m. on the 78th day before the primary election.

Makes technical changes to Elections Code language including pronoun updates and clarified phrasing regarding candidacy declarations and withdrawal restrictions.

Establishes a state-mandated local program requiring reimbursement to local agencies under Government Code procedures if the Commission on State Mandates determines the bill imposes state-mandated costs.
