Allows mandated reporters to report suspected general neglect to community-based agencies or service providers instead of, or in addition to, traditional law enforcement or welfare agencies, provided the services will address conditions affecting the child's care.

Protects mandated reporters from criminal liability (misdemeanor charges) when they make reports of general neglect to community-based providers under this new authorization.

Excludes cases of abuse, severe neglect, out-of-home care neglect, substance abuse-related reports, and cases involving child fatality or near-fatality from the alternative reporting option.

Maintains existing requirement that mandated reporters report suspected abuse or severe neglect to law enforcement, welfare, or probation departments as currently specified.
