Entitles persons injured by illegal controlled substance purchases through social media platforms to recover statutory damages if the injury resulted from the platform's lack of ordinary care or skill in management.

Awards $100,000 per violation in statutory damages; $500,000 per violation or double actual damages (whichever is greater) if the violation resulted in death; and $1,000,000 per violation or treble actual damages (whichever is greater) if a minor dies.

Increases damages to $2,000,000 per violation or treble actual damages (whichever is greater) if a minor dies who was too young to use the platform without parental permission and the platform failed to use best available technology or reasonable measures to obtain parental consent.

Allows prevailing plaintiffs to recover reasonable attorney's fees and costs.

Applies only to social media platforms with annual gross revenues exceeding $1 billion in the preceding calendar year.
