Deletes the 12-month continuous eligibility exception for families receiving CalWORKs Stage 1, Stage 2, or Stage 3 childcare services.

Aligns CalWORKs childcare eligibility periods with all other Childcare and Development Services Act programs, which use 24-month continuous eligibility periods.

Families establishing initial or ongoing eligibility for first-stage CalWORKs childcare must be authorized for not less than 24 months or until transfer to second-stage childcare.

Amends Welfare and Institutions Code Sections 10271, 11323.1, and 11323.2 to implement the changes.

Takes effect with implementation through management bulletins by December 1, 2023, and formal rulemaking to be initiated by December 31, 2024.
