Prohibits incarcerated persons convicted of first-degree murder of a peace officer from seeking recall and resentencing under Penal Code Sections 1172.1 and 1172.2

Applies to victims who were peace officers (as defined in specified sections) killed while performing duties if the defendant knew or should have known the victim was a peace officer, or if the victim was killed in retaliation for official duties

Creates exception allowing recall and resentencing for first-degree murder of peace officer convictions if evidence shows constitutional rights were violated in the proceedings related to the conviction or sentence

Creates exception allowing recall and resentencing if any other evidence undermines the integrity of the underlying conviction or sentence
