Approves compensation and benefits agreements for State Bargaining Units 5, 8, and 10 dated July 30, 2024 through August 20, 2024, contingent on specific legislative appropriation of funds by the Legislature.

Allows state employer or the specified bargaining units to reopen negotiations if funds for agreement provisions are not specifically appropriated by the Legislature.

Establishes continuous appropriations to the Controller for employee compensation and benefits if budget acts are not enacted by July 1 for fiscal years 2024-25 through 2027-28, covering periods when agreements are in effect.

Appropriates $89,035,000 total ($40,676,000 General Fund, $34,934,000 special funds, $13,425,000 nongovernmental cost funds) for compensation and benefits of affected bargaining unit employees.

Takes effect immediately as a budget-related bill approved by the Governor on September 30, 2024.
