Require incarcerated persons in state prisons to have ready access to menstrual products (sanitary pads and tampons) without needing to request them, at no cost.

Expand contraceptive access in state prisons to include all FDA-approved birth control methods and emergency contraception, with counseling services provided by trained licensed health care providers.

Require local detention facilities to provide menstrual products and family planning information at no cost, with family planning services offered at least 60 days before scheduled release.

Require state and local juvenile facilities to provide ready access to menstrual products without request and family planning services, with services offered at least 60 days before release.

Provide for state reimbursement to local agencies for costs mandated by this legislation if the Commission on State Mandates determines such costs exist.
