Expands jury eligibility to include lawful permanent residents beginning January 1, 2026, through January 1, 2031, during which time both lawful permanent residents and U.S. citizens can serve on juries.

Requires the Judicial Council to develop a program by January 1, 2026, that includes notice to lawful permanent residents that they are eligible but not required to participate in jury duty and procedures to limit sharing of participant information.

Prohibits government agencies, law enforcement, commercial entities, and other parties from accessing or disclosing noncriminal history information collected for jury purposes to immigration enforcement authorities.

Reverts jury eligibility to U.S. citizens only as of January 1, 2031, unless the pilot program is extended by future legislation.

Makes conforming changes to Section 237 to clarify that protections for sealing juror identifying information do not conflict with the new lawful permanent resident program requirements.
