Removes the word "historically" from the definition of race in California's Fair Employment and Housing Act and public school policy, so race now includes traits associated with race including hair texture and protective hairstyles.

Adds definitions of "race" and "protective hairstyles" to the Unruh Civil Rights Act (Civil Code Section 51), specifying that protective hairstyles include braids, locs, and twists.

Amends Education Code Section 212.1 to define race as inclusive of hair texture and protective hairstyles for purposes of school discrimination policies.

Amends Government Code Section 12926 to define race as inclusive of hair texture and protective hairstyles in employment and housing discrimination contexts.

Declares that these amendments are declaratory of existing law and includes operative provisions coordinating with Senate Bills 1022 and 1137 to avoid conflicting amendments.
