Requires the Interagency Council on Homelessness to establish two new measurable goals for preventing and ending youth homelessness: decreasing food insecurity among homeless youth and reducing unemployment by increasing access to employment opportunities and economic stability.

Expands the council's existing goals to include decreasing the number of young people experiencing homelessness, increasing permanency rates, reducing duration and frequency of homelessness, and decreasing barriers to services through cross-systems partnerships.

Mandates the council develop and collect county-level and statewide data on homeless youth, including their dependency status, housing status, program participation, and runaway status.

Requires state and county agencies receiving youth homelessness funding to share relevant data with the council from their Homeless Management Information Systems while complying with all applicable privacy and confidentiality laws.

Requires data providers to either redact names, dates of birth, and addresses of domestic violence victims or obtain informed consent before disclosing their information to the council.
