Enhanced infrastructure financing districts located at least partially in high or very high fire hazard severity zones designated by the State Fire Marshal may finance heavy equipment for vegetation clearance and firebreaks, undergrounding of local publicly owned electric utilities against wildfires, and equipment for fire watch, prevention, and fighting.

Districts are prohibited from using bond proceeds under Article 4 to finance heavy equipment for vegetation clearance and firebreaks or equipment for fire watch, prevention, and fighting.

Amends Government Code Section 53398.50 to add wildfire mitigation and improved air quality as eligible projects for enhanced infrastructure financing districts that enable communities to adapt to climate change impacts.

Amends Government Code Section 53398.52 to include wildfire-related equipment and infrastructure as allowable financing projects for eligible districts, with specific restrictions on bond funding sources.

Bill includes coordination provisions with Senate Bill 1140 to ensure only one version of amended sections becomes operative if both bills are enacted.
