Allows water service fees or charges to include incrementally higher costs due to parcels with higher water usage demand, maximum potential water use, or projected peak water usage.

Permits allocation of these higher costs using any method that reasonably assesses the water service provider's cost of serving parcels with increased water usage demands.

Specifically authorizes allocation among customer classes, within customer classes, or both, using meter size or peaking factors as reasonable cost assessment methods.

Declares these provisions are declaratory of existing law under Section 6 of Article XIII D of the California Constitution.
