Extends the Endangered and Rare Fish, Wildlife, and Plant Species Conservation and Enhancement Account voluntary tax contribution option until January 1, 2032, or until the Franchise Tax Board determines estimated contributions will not reach $250,000 minimum.

Extends the Native California Wildlife Rehabilitation Voluntary Tax Contribution Fund voluntary tax contribution option until January 1, 2031, or until the Franchise Tax Board determines estimated contributions will not reach $250,000 minimum.

Requires wildlife rehabilitation grant applicants to be in compliance with all permit conditions and applicable laws, and to actively use an electronic database to maintain animal records.

Allows the Department of Fish and Wildlife to distribute up to 100% of "covered grants" (grants of $20,000 or less with one-year duration or less) upon execution, and requires recipients to submit completion reports on objectives met and unmet.

Disqualifies nonprofits that fail to submit required completion reports from receiving covered grants for one year.
