Expands California's child sexual abuse material (CSAM) prohibitions to include matter that is digitally altered or generated by artificial intelligence, in addition to depictions of real children.

Amends Penal Code Sections 311, 311.2, 311.11, and 311.12 to criminalize possession, distribution, and production of AI-generated or digitally altered images depicting minors under 18 years of age engaging in sexual conduct.

Creates felony penalties for distributing AI-generated CSAM for commercial consideration (2, 3, or 6 years imprisonment) and for distributing such material to minors (felony charge).

Enhances penalties for possessing obscene AI-generated or digitally altered matter depicting what appears to be a person under 18 years of age engaged in sexual conduct, with additional punishment for repeat offenders or when 600+ images are involved.

Became effective September 29, 2024, and is operative only if Senate Bill 1381 of the 2023-24 Regular Session is enacted and takes effect by January 1, 2025.
