Requires the Public Utilities Commission and Energy Commission to consider mitigating factors, including scarcity-driven or above-market costs, when determining capacity payment unit costs for entities that fail to meet resource adequacy requirements.

Authorizes local publicly owned electric utilities to commit to alternative funding mechanisms beyond nonbypassable charges to voluntarily participate in the Department of Water Resources' central procurement of eligible energy resources.

Prohibits the Department of Water Resources from adding costs exceeding a local publicly owned electric utility's participation costs to any nonbypassable charge imposed on ratepayers.

Requires the Energy Commission to coordinate information requests with other entities seeking related information from local publicly owned electric utilities to reduce overall response burden.

Applies to the Electricity Supply Strategic Reliability Reserve Program through June 30, 2027, for assessing capacity payments on load-serving entities and local publicly owned electric utilities that fail to meet resource adequacy or planning reserve margin requirements.
