Creates the Regional Network Management Council as an 11-member council to represent stakeholder interests and provide leadership on regional transit policies in the San Francisco Bay area.

Council membership includes executive directors/general managers from the Metropolitan Transportation Commission, BART, AC Transit, Santa Clara VTA, Peninsula Rail Transit District, Golden Gate Bridge District, San Mateo County Transit District, and three other transit providers selected by those providers.

Council responsibilities include representing stakeholder interests, providing critical input on regional transit policies, and offering executive guidance on implementation plans to improve customer experience across Bay area transit systems.

Requires the Metropolitan Transportation Commission to facilitate the creation of the council.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated local program costs, reimbursement shall be made pursuant to existing state mandate reimbursement procedures.
