Amends Section 10094 of the Insurance Code to add the Speaker of the Assembly and the Chairperson of the Senate Committee on Rules as nonvoting, ex officio members of the California FAIR Plan Association governing committee.

Each legislative member may appoint a designee to serve in their place on the governing committee.

The California FAIR Plan Association administers a program for providing basic property insurance to persons unable to obtain coverage through normal channels.
