Creates the Identifying, Apprehending, and Prosecuting Resale of Stolen Property Grant Program administered by the Board of State and Community Corrections, operating until January 1, 2030.

Requires competitive grants to be awarded jointly to county district attorneys' offices and law enforcement agencies to investigate and prosecute receiving stolen goods crimes and criminal profiteering.

District attorneys must employ vertical prosecution methodology, dedicate at least one-half time of one deputy district attorney and one investigator to receiving stolen goods cases, and provide annual data on filings, convictions, and sentences.

Law enforcement agencies may use grants for officer salaries, overtime, training, and equipment to investigate receiving stolen property crimes and must share intelligence data with organized retail theft prevention programs and the California Highway Patrol.

Board shall submit annual reports to the Legislature on grant recipients, funding usage, and outcomes achieved; no more than 5 percent of appropriated funds may be retained by the board for administrative costs.
