Extends the repeal date of Government Code Section 54956.96 from January 1, 2025 to January 1, 2030, allowing the Clean Power Alliance of Southern California to continue operating under special meeting provisions.

Permits the Clean Power Alliance of Southern California to authorize designated alternate members who are not local agency members to attend closed sessions and disclose confidential information with direct financial or liability implications to legal counsel or local agency legislative bodies.

Requires the Clean Power Alliance of Southern California to establish policies to prevent conflicts of interest and address breaches of confidentiality for designated alternate members attending closed sessions.

Allows local agency legislative bodies to conduct closed sessions to receive, discuss, and take action on information obtained from the Clean Power Alliance closed sessions, upon advice of legal counsel.

Makes legislative findings that a special statute is necessary for the Clean Power Alliance due to its unique needs regarding sufficient member presence to hold meetings.
