Authorizes California Community College student body associations and other student-run community college organizations to conduct teleconferenced meetings under alternate provisions until January 1, 2026, if the community college district board of trustees adopts an authorizing resolution and two-thirds of the eligible legislative body votes to use alternate teleconferencing provisions.

Requires eligible legislative bodies using teleconferencing to provide notice of access methods, offer call-in or internet-based participation options, allow real-time public comments without advance submission requirements, and restore public access if disruptions occur or face potential challenge of actions taken during outages.

Mandates at least a quorum of members participate from a single accessible physical location within the community college district, with exemptions for individuals with disabilities, those under 18, incarcerated individuals, those with protective orders, those in confidential programs, and those providing childcare or caregiving.

Requires eligible legislative bodies meeting during regular business hours to provide a public physical location at the board of trustees' offices unless an alternative is identified, and to make reasonable accommodation efforts for meetings outside regular business hours.

Makes legislative findings that the teleconferencing provisions further public access to meetings by increasing participation for disabled students, those with caregiving responsibilities, and those with transportation limitations.
