Creates a criminal offense for persons 18 years or older who intentionally create and distribute deepfake intimate images of another identifiable person without consent, knowing it will cause serious emotional distress.

Defines "deepfake" as audio or visual media created or altered to falsely appear to a reasonable observer as an authentic record of actual speech or conduct of the individual depicted.

Applies to deepfakes depicting intimate body parts, sexual acts (intercourse, sodomy, oral copulation, sexual penetration), or masturbation, with the same requirements as existing non-consensual intimate image distribution laws.

Provides exceptions for distribution made while reporting unlawful activity, complying with court orders, in lawful public proceedings, or related to matters of public concern or public interest (excluding distribution solely because the person is a public figure).

Exempts persons under 18 years of age from prosecution under this offense and specifies no state reimbursement is required under Article XIII B of the California Constitution.
