Extends the Pierce's Disease Control Program and Pierce's Disease Management Account from March 1, 2026 to March 1, 2031, with repeal date moving to January 1, 2032.

Eliminates the requirement for the Department of Food and Agriculture to submit annual reports to the Legislature and instead requires posting annual status reports on the department's internet website.

Extends the Pierce's Disease and Glassy-winged Sharpshooter Board and grape processor assessment program from March 1, 2026 to March 1, 2031, changing the Secretary's reporting requirement from biennial to annual basis.

Requires the advisory task force established under the program to remain in effect until March 1, 2031, with authority to reimburse members for necessary expenses.

Makes legislative findings to protect personal and financial information of persons subject to the program under California Constitution Section 3 of Article I.
