Requires the Department of Corrections and Rehabilitation and local jail and detention facilities to sell sulfate-free shampoos and conditioners, curl creams, and gel in their canteens beginning January 1, 2028.

Makes these hair care products available as part of existing canteen operations without requiring additional appropriations.

Applies to both state prison canteens and county jail stores if the sheriff or facility has established one.

Establishes findings that current grooming standards in correctional facilities have discriminatory impacts on incarcerated people, particularly people of color, and that access to appropriate personal care items is essential to health and dignity.
