Amends Public Resources Code Section 30335.5 to add coastal erosion expertise to the list of topics for which the California Coastal Commission may establish scientific advisory panels.

Expands the authorized composition of scientific panels to include persons with expertise and training in coastal erosion, joining existing categories such as marine biology, geology, coastal geomorphology, and ocean engineering.

Maintains existing provisions granting scientific panel members the same rights and immunities as public employees under California Government Code.

Encourages the commission to seek funding from public and private sources for scientific panel operations, with budget reporting requirements to legislative fiscal committees.
