Amends the definition of "disabled veteran" under Vehicle Code Section 295.7 to expand eligibility criteria beyond the existing 100% disability rating requirement.

Adds new conditions that qualify someone as a disabled veteran, including inability to walk 200 feet without rest, severe limitations in walking due to arthritic/neurological/orthopedic conditions, visual acuity of 20/200 or less, lung disease restrictions, cardiac conditions, and use of portable oxygen.

Changes the requirement from "unable to move without aid of an assistant device" to "cannot walk without the use of, or assistance from, an assistant device" including braces, canes, crutches, prosthetics, wheelchairs, or similar devices.

Removes provisions related to fee exemptions for partially disabled veterans and exemptions under Vehicle Code Section 9105 that were previously included in the bill.
