Expands Student Success Completion Grant eligibility to students with disabilities who enroll in 9 or more units per semester and are considered full-time under a disabled student programs and services Academic Accommodation Plan, effective 2025–26 academic year.

Awards $1,298 per semester (or quarterly equivalent) to newly eligible disabled students, matching the grant amount for students enrolling in 12–14 units.

Maintains existing grant amounts: $1,298 for students in 12–14 units, $4,000 for students in 15+ units, and $5,250 for current or former foster youth in 12+ units (effective 2023–24).

Requires students to receive Cal Grant B or C awards, maintain satisfactory academic progress, and be California residents or exempt from nonresident tuition to qualify.

Allows proportional reduction of grants if appropriated funding is insufficient to fully fund all eligible students.
