Requires cities and counties to update their conservation elements upon the next revision of one or more general plan elements on or after January 1, 2028, to identify and analyze connectivity areas, wildlife passage features, and natural landscape areas within their jurisdictions.

Mandates consideration of impacts from development and barriers to wildlife movement and habitat connectivity, with requirements to avoid, minimize, or mitigate such impacts and remediate existing barriers where feasible.

Authorizes jurisdictions to incorporate by reference existing plans (including certified local coastal plans) that already meet these requirements, or to create a separate "wildlife connectivity element" within the general plan.

Permits cities and counties to consult with the Department of Fish and Wildlife, California Native American tribes, and other entities, and to consider best available science including habitat linkages, migration corridors, and other connectivity information when preparing updates.

Establishes that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to fund the mandated program.
