Requires notification of contract changes exceeding 25 percent of original price or $200,000 (whichever is less) for projects over $30,000, or any change causing a project under $30,000 to exceed that threshold.

Exempts projects under approved labor compliance programs with valid project labor agreements from the notification requirements for changes and additions.

Imposes civil penalties of $100 per day (up to $10,000 per project) on awarding bodies failing to provide required notices or using unregistered contractors or subcontractors.

Requires awarding bodies to withhold final payment for 30 days after submitting complete subcontractor information, with additional penalties of $100 per day (up to 100 days) if unregistered workers are later found to have worked on the project.
