Defines "small business" as an independently owned and operated business that is not dominant in its field and has fewer than 100 employees.

Applies only to small businesses; does not extend the cure period to other violators.

Specifies that no state reimbursement is required because local agencies may levy service charges or fees to cover compliance costs.
