Authorizes insurance companies to direct salvage pools or occupational licensees to release vehicles to registered owners or lienholders if the insurance company does not take ownership after a total loss claim.

Requires salvage pools or occupational licensees to send two notices to vehicle owners and lienholders: first notice providing 30 days to pick up the vehicle, second notice providing an additional 14 days, with an option for 30 more days if owner contacts the facility.

Deems vehicles abandoned if not picked up within the specified timeframes, automatically assigning the certificate of title to the salvage pool or occupational licensee.

Allows salvage pools or occupational licensees to request a salvage certificate or nonrepairable vehicle certificate free and clear of all liens by submitting a signed declaration under penalty of perjury, along with required documentation and fees.

Requires salvage pools to remove and submit license plates to the Department of Motor Vehicles for vehicles acquired under these provisions, and maintain records for two years available for peace officer inspection.
