Expands authorization for transit buses to display yield right-of-way signs on the left rear to any transit agency, rather than limiting it to Santa Cruz Metropolitan Transit District and Santa Clara Valley Transportation Authority.

Allows yield right-of-way signs to be either a static decal or a flashing light-emitting diode (LED) sign.

Requires flashing LED signs to be designed to warn approaching drivers that the bus is entering traffic and to illuminate with red flashing light when the bus is signaling to enter a traffic lane after stopping to receive or discharge passengers.

Requires transit agencies to approve a resolution after a public hearing before implementing the yield right-of-way sign authorization.

Requires participating transit agencies to conduct a public education program to encourage motorists to yield to buses displaying the activated sign.
