Requires the California Law Revision Commission to study how to remove the terms "dependent adult" and "dependent person" from California code sections, including the Penal Code, Welfare and Institutions Code, and Civil Code.

Mandates the commission convene a working group including the state protection and advocacy agency, State Department of Social Services, disability advocacy groups, and individuals with disabilities to inform the study.

Requires the study to recommend new terminology that respectfully describes affected persons while preserving all legal rights and protections for both those currently covered by "dependent adult" and "dependent person" definitions and elders protected under elder abuse laws.

Identifies the Legislature's findings that terms "dependent adult" and "dependent person" are misleading because many people with disabilities live independently and can demean those who may need services but desire independence.

Sets a January 1, 2029 deadline for submitting the completed study to the Legislature.
