Requires all governing board members of school districts, county offices of education, and charter schools to receive training in K–12 public education governance laws, including open meeting laws, school finance, personnel laws, and accountability laws.

Existing officials must complete training by January 1, 2027; new officials must complete training within one year of their first day of service.

Allows local educational agencies, associations of local educational agencies, or other entities to provide training courses in-person, online, or through self-study materials after consulting with the state Department of Education on curriculum accuracy.

Requires local educational agencies to maintain records for at least five years showing the dates officials completed training and which entity provided it; these records are public.

Constitutes a state-mandated local program; any costs determined by the Commission on State Mandates shall be reimbursed pursuant to existing state law.
