Exempts buildings constructed in a public utility district's service territory from solar-ready and photovoltaic/battery storage system requirements if all electricity is provided under a congressional preference right and is carbon-free.

Applies specifically to public utility districts that file annual disclosures under Public Utilities Code Section 398.4 and receive electricity pursuant to Section 4 of the Trinity River Division Act of 1955 (Public Law 84-386).

Exemption applies to building standards adopted by the State Energy Resources Conservation and Development Commission for new residential and commercial buildings.

Establishes that Trinity Public Utilities District (TPUD) is unique as the only publicly owned utility relying solely on hydropower and carbon-free electricity, justifying the exemption to reduce housing costs and carbon emissions.

Provides that if the Commission on State Mandates determines this bill imposes state-mandated local costs, reimbursement shall be made pursuant to Government Code Part 7 (commencing with Section 17500).
