Amends California Conservation Corps program requirements to include projects that promote clean energy conservation, enhance climate resilience, and develop sustainable climate infrastructure.

Requires the Director of the California Conservation Corps to establish a Green Collar Certification Program providing training in reducing carbon emissions in buildings, disaster preparedness, and conservation infrastructure projects for shoreline stabilization and ecological habitat restoration.

Director must issue a Green Collar Certificate to corpsmembers who successfully complete the program, preparing them for workforce entry, apprenticeships, or higher education.

Authorizes the director to accept grants and donations from public and private sources for program equipment, supplies, and tools, depositing them into the newly created Green Collar Certification Program Fund.

Continuously appropriates all funds deposited into the Green Collar Certification Program Fund to the director for program purposes, with restrictions that only designated grants and donations may be deposited and General Fund moneys are excluded.
