Authorizes the Cities of Galt and Isleton and unincorporated portions of Sacramento County (where the county declares a need) to join the Sacramento Regional Transit District, provided they agree to annexation.

Reduces the number of board members appointed by the City Council of Sacramento from 4 to 3 members, while maintaining 3 members appointed by the County of Supervisors.

Allows non-annexed cities and counties to become "participating entities" with board representation if they enter agreements to pay their proportionate share of district costs for rail or districtwide transit services.

Eliminates obsolete provisions referring to the "first board of directors" and makes conforming changes to board composition and member appointment procedures.

Requires the district budget to include specified information on projected costs, revenues (including federal formula grant funds), and mandates an affirmative finding that service levels are commensurate with financial support from each voting entity.
