Expands the Golden State Teacher Grant Program to include students enrolled in a program of personalized preparation leading to a 5-year clear designated subjects career technical education teaching credential.

Career technical education credential students who commit to work for 4 years at a priority school are eligible for up to $20,000 in grant funds from qualifying institutions.

Requires grant recipients to complete their credential within 6 years of first receiving funds and to work at a priority school or California preschool program for 4 years within 8 years of program completion.

Grant recipients must repay 25 percent of received funds annually for each year they fail to meet service or credential completion requirements, with exceptions for medical leave, military duty, and school district financial circumstances.

Commission must evaluate program effectiveness and report to the Legislature by December 31, 2025, and every two years thereafter on recruitment and employment outcomes.
