Requires data reported by grant applicants under the California Career Technical Education Incentive Grant Program to be disaggregated by race and gender.

Requires performance accountability outcome measures for the Strong Workforce Program's Community College component to be disaggregated by race and gender to evaluate progress in closing equity gaps.

Requires the K–12 component of the Strong Workforce Program to report data disaggregated by race and gender, including metrics on graduation rates, credential attainment, employment, and postsecondary enrollment.

Mandates that the Chancellor's Office submit annual reports on Community College program data disaggregated by race and gender to the Governor and Legislature beginning in 2018.
