Requires the Department of Transportation to transfer surplus state property identified in Director's Deed DD–028801–01–01 (the "Disney Lot") in Pacifica to the Department of Parks and Recreation for state park purposes.

Property transfer is intended to support development of a California Coastal Trail trailhead parking lot to close a 2,000-foot gap in the trail within the City of Pacifica and address parking overflow issues at Pacifica State Beach.

Specifies that the property value for transfer purposes shall be the original acquisition price paid by the Department of Transportation, not adjusted for inflation.

The transferred property shall be managed by the Department of Parks and Recreation as part of Pacifica State Beach consistent with the City of Pacifica's Certified Local Coastal Program.

Establishes the transfer as serving a public purpose under Article XIX, Section 10 of the California Constitution regarding surplus coastal zone property.
