Requires school districts, county offices of education, and charter schools to consider language access needs of deaf, hard of hearing, and deaf-blind pupils ages 0-22 when implementing inclusion and universal design for learning initiatives.

Mandates that individualized family service plan and individualized education program teams consider language needs and available placements and services when determining the least restrictive environment for deaf, hard of hearing, and deaf-blind pupils.

Requires teams to consider federal regulations regarding pupil communication needs, opportunities for direct instruction in the pupil's language and communication mode, and input from parents or guardians.

Directs the State Department of Education to communicate these requirements to all school districts, county offices of education, charter schools, and related entities by July 1, 2025.

Authorizes state reimbursement to local agencies and school districts for costs mandated by the state pursuant to existing statutory procedures.
