Authorizes recognized employee organizations to charge public safety officers covered by the Public Safety Officers Procedural Bill of Rights Act for the reasonable cost of representation when requested for individual representation in discipline, grievance, arbitration, or administrative hearings.

Applies to employees who hold conscientious objections to joining or financially supporting employee organizations based on bona fide religious beliefs, or who decline membership and request individual representation.

Limits the charge authorization to proceedings where the recognized employee organization does not exclusively control the process.
